Volkswagen decided that to challenge the Taurus, Accord and Camry in the U.S., it needed a car that bigger than the Passat and a better value. That's why America gets the New Midsize Sedan. It's a neat trick if VW can pull it off.
In Europe, compactness, high-speed refinement, and fuel economy are the priorities. Now free of the need to be all things to all continents, this new Passat has now become more of a European car than ever.
It will be interesting to see which philosophy will win out -- VW's strategy of building different cars for different markets, or Ford's "One Ford" global convergence.
